He is just posing with the kite for a photo. Flying a kite is prohibited in Punjab. A very popular festival called Basant, that used to be attended by hundreds of thousands of locals and people from abroad, was banned in 2005 due to multiple deaths caused by glass-coated string laced with chemicals. Some people still fly it within a safe range.
