After hunting for it for some time, I found the Holocaust Memorial in Berlin, also known as The Memorial to the Murdered Jews of Europe (architect Peter Eisenman; engineer Buro Happold, 2004). The top of the memorial is relatively at street level and dips into the ground, immersing you. This type of structure in the Berlin winter light aids photography.
